I'm looking for a module to display flickr sets on Drupal 7 either only by set #, or by different flickr accounts. My use case is that multiple museums share one site, and each has its own Flickr account (it's optional). There's a Museum Taxonomy, or we could fake it up with user accounts per museum.

In that case, YES. A user can have a Flickr ID associated to their profile. Photos and sets can be accessed through ../flickr/[uid] and ../flickr/[uid]/sets.
