Current behaviour: On pages like "admin/content/taxonomy/edit/vocabulary/28#hierarchical-select-config-form-taxonomy-28", Hierarchical Select has the option "Allow creation of new terms", and allows us to set the the name for the Term Type.

Problem: Users add a lot of terms to the system in the format "New (Term Type)". For example, our term type is called "location", so we get about 50 new terms called "New Location" added per month.

Feature Request: I suggest that the system should be set to not allow people to create terms named "New (Term Type)".
