It's not important for this patch, but with git, you can add author of the patch: see https://drupal.org/node/1146430. This is a new good practice of Drupal since the great migration to git.

Sure, I usually do when the author adds it himself to the patch. Otherwise it is just too much work to go find the right id to the user account.
