Get this error when not using the Rules module. Solution is to check for the existence of Rules before calling the function. Please see the patch in #1.

Thanks for merging the patch!

Currently I use it for easy saving modifications to Features. That's a big improvement over the former download-untar cycle.

I did not use it to unlink node types etc. from a Feature yet.
