When visiting the admin/settings/weblinks page it seems that the "Maximum Recent Web Links:" section appears below the "Save Configuration" and "Reset to Defaults" buttons. This is just a minor cosmetic bug, though.

The patch here http://drupal.org/node/131416 moves this setting to the block config page anyway.

Already Applied that patch it will be in 5.x-1.9 / 6.x-1.0=Alpha2.
