All of my nodes show a 0 for the counter unless you are logged in. Then they show the correct vote count.

That's strange. The counting is not stored in Drupal, is loaded on-the-fly from Google

The only thing that could affect for Google showing different counting is that the URL in the browser for that page is different for anon users. I mean, for example the URL /node/343 is different than /my-node-path

Could you post the page here to have a look?

After disabling the bubble and then turning it back on, and clearing the caches again for good measure it works now.
