email notification to applicant

Would like to generate an email notification to the applicant upon job apply.
This would be in addition to the email notification that goes to the user who posted the job.

How would we set that up?

I have tried using workflow-ng, but there is no condition listed for the job apply event. Do you have some PHP code that would trigger the condition?
