Add dynamic 4x4 - 3x3 layouts

Lets shift this over the main core theme, all the actual panels layouts come from there, and I am in favour of this big time also.

This is a fair amount of work to get it to where I would like it, so will take some time, which I don't have much of. I have pretty much soaked up available hours for the initial dev and need to concentrate on testing and support. What I am saying is that I am for it, but not happy with a strait port (it needs work).

There is one major thing that I am not happy about and afaict cannot be fixed - the usability of it sucks badly. I can read code and as much as predict how its going to react, a normal human being can't ever know this, so its guess work, and rather random guess work at that - I mean how to know what the layout is going to do under certain conditions.

I tend to think each layout is overly complex and could be simplified so normal human has a fighting chance at remembering or at least knowing what is going to happen.

Run out of time and energy to get something like this in. Sorry, sacrifices in the name of sanity must be made ;)
