User Interface inconsistancy, Manage Display changes need to be "Submitted", but the button says "Save"

On the Manage Display tab when making changes the following yellow box appears:

* Changes made in this table will not be saved until the form is submitted.

But on the page there is no Submit button only a Save button. I, of course, can understand they are one in the same, but in usability testing most users are confused by the inconsistency and spend a lot of time looking for a way to Submit not Save.

For a correct example try making a change on the block administration page and you will get the following yellow box:

* The changes to these blocks will not be saved until the Save blocks button is clicked.
