As far as I can see there is no such permission as 'update any decisions'. You can edit the content if you can create and it's yours. I'd like the ability to assign update any permissions to user roles.
I'm planning to create a patch.

I added the permission, tested and works as expected. When a user has the 'update any decisions' permission the content becomes editable even if it's not owned by the user.
Please, test it, and consider merging it.
