I see this as well, using v1.5 of mass_contact.

Just installed Mass Contact, some html was included (p, ol, li), but link information was stripped out of the message (a).

In addition, there are character coding issues, but this is listed as a separate issue (http://drupal.org/node/155252)

Works for me (5.x-1.5). If I enter an <a> tag, what I enter I see. Or were you expecting automatic linkifying of URLs?

No response in a very long time.

If this is still not working for you, install a newer version and try again. I'm planning on releasing 2.4 soon, which should be better than 2.4-beta.
