Before I install this module, it would be useful to be sure that it will restrict access to menu settings options in content creation pages (eg not show or allow admin menu items to be selected in the 'Parent item' box for specified roles). I can't find another way of doing this for my menus - is this the module I need?

No, this is only related to viewing as far as I can tell. This module seems to do what you want; I haven't worked with it personally. http://drupal.org/project/Modules/name
