This minor patch moves the user list to the bottom of the admin page because it can be long, in our case hundreds of lines.

Something similar has been committed... Thanks John, see commit 0f3a778.

Essentially, I moved the user list to a completely new page in Admin -> People called 'Users with IP Login", which is where it belongs really.

Needs doing in D6 too.
