Spent a long time trying to figure out why the tab wasn't showing on my node forms and finally realized I was not logged in as user 1. Thinking there should be a permission available to those who want admins to be able to change the view mode. Seems a bit unrealistic to keep this limited to user 1.

Apologize if this has already been addressed but I couldn't find an issue for it.

There are permissions, they are made available under the 'Extras module'

eg:
Switch view modes on Article
Switch view modes on Page
