Can I create a multilingual site with Drupal? And with multilingual I mean there are flags on top of the page you can click to choose the language you want content in. The editors must be able to write the content for all the sites from one login.

what you need is the Localizer-module:

There is also http://drupal.org/project/i18n which can provide requested features.

So, it's maybe confusing when you have choice between two good modules with the same purpose, but ...

I think that the best solution for you is to try both (i18n and Localizer), and than to make your decision.
