Date field is not being converted to site time zone in views filter with day granularity

Bug manifested itself after upgrade from 6.x-2.7 to 6.x-2.8. Effected a schedule on a live conference site. All schedule items scheduled after 4pm (PST) were shifted into the display for the following day. The problem appeared to be that the view filter for each day was not converting the stored date from UTC to the site timezone.

A snapshot of that filter within the schedule view is attached.

I found a similar report on version 6.x-2.x-dev dating back to April 2010. The patch given in response #9 (http://drupal.org/files/timezone-772082-9.patch) fixed the problem for me.

Sorry if this report is redundant, but since this previous report is two years old and the problem has found it's way into a major release I thought it should be reported again. Hopefully it will get resolved in the next release.
