A site randomly gets a 403 error message and the page is redirected to
example.com/install.php

Verifying the site clears the issue.
This issue has happened both on a local environment and on a Voxel dedicated server, after importing a site following the steps explained here:
http://omega8.cc/import-your-sites-to-aegir-in-8-easy-steps-109

On the Voxel dedicated server, the issue has happened twice and each time the site was verified to clear the problem.

If you have the ability and window to execute it, I'd suggest backup your db, themes and sites/all folder, completely delete it from aegir and setup a new site, then import db, theme and sites/all files back in and reverify the site, clear the cache and report back with that?

Can you pastebin the contens of these files?
/var/aegir/config/includes/barracuda_log.txt
/var/aegir/install.log (remove the password)
/root/.barracuda.cnf

I have the same problem, seems that during upgrade of Octopus/Barracuda permissions are destroyed, but helps simply veryfying those 403 sites
