Because webform_update() routes webform_insert(), which ends with a drupal_goto(), webform nodes are not hookable via nodeapi $op=='update'.

Is the drupal_goto() on line 121 even necessary?

I've commented out line 121 and everything continues to function normally. Considering that this short-circuits drupal in the midst of the nodeapi chain, this should probably be removed.
