API to create poll instead of through the user interface

I would like to create a sentiment poll that the user is encouraged (forced) to vote on as part of adding content related to that poll. In this case, the user is adding content regarding a stock, as soon as he/she does I want to present them with a sentiment poll regarding that stock.

If the poll exists then there is no issue and they can simply vote. Otherwise, if this is the first time that this stock receives comments then I want to dynamically create the poll.

Along a similar vein, I'd like the API to return users who have voted in a specific poll. With a perpetual or long running poll, this would allow a process to encourage users at certain intervals to revisit their choice and update their earlier vote.

I hope this makes things a bit clearer.
