I want to ask you a question: Can we upgrade to Drupal 8 from Drupal 6 afer skipping Drupal 7? Why or why not? Thanks!

No, you can only update from 6 to 7. Besides, Drupal 8 is still in development and not ready for general use.

You'll have migrate go to 7 first: D6 -> D7 -> D8. I imagine the database won't be in the cleanest final state, so if you're migrating something very important I'd recommend using Migrate Module from D6 -> D8. But as nevets says, D8 isn't ready. You've got at least a year before you should even start thinking about it.

so can we build a website with Drupal 6 in 2012 and upgrade to Drupal 8 in 2014 ?

Not without going to Drupal 7. At this point I would recommend starting new sites using Drupal 7.

Note that the situation discussed in the earlier comments might be changing. The IMP project is intended to move some of the Migrate module's functionality into Drupal 8 core.

This will potentially provide migration from D6 to D8, at least of core+CCK+(probably) Views. Other contributed modules might be supported; it's still early days.
