I'm wondering how to insert a background image into a panel REGION without screwing up the rendering of the mobile layouts. Possible?

Just use CSS, and test, I cannot answer this question anymore so than that.

However, this version does not do responsive panels, it does have Gpanels, if that is what you are talking about, 7.x-3.x is the one with the full blown responsive panels implementation.

Assuming fixed, I think I missed one point in my reply - use the media queries :)
