The media_webcam.install should have the following include line at the begining:

include_once('includes/media_webcam.variables.inc');

This has been fixed in the new issue branch under http://drupal.org/node/1568136 (See http://drupalcode.org/project/media_webcam.git/commit/refs/heads/1568136...)

Edit: I'll set this ticket as resolved once it goes into a stable 7.x branch.
