It would be grand if The user account options could be manipulated on the manage fields page to better allow theming and organization of user account pages. by way of Configuration->People->Account Settings->Manage Fields.

On the user manage fields page, an admin is able to move those fields in any order whether those fields are custom or are from a module. Most modules support moveable fields on the page and don't use user account sub pages for configuration options of individual users. By supporting this it allows for deeper user account page customization with other modules such as the field group module.
