Why is xmlsitemap hardcoded as dependency for seotools?

What do you mean 'hardcoded'?

It may well be that all the content that can be analysed is gathered from the xmlsitemap, that would be a good way to do it since that module already looks in all the different places a page can come from (eg a node, taxonomy, user, etc, etc)
