Installation problem??

I've installed this module recently, it doesn't seem to work correctly for me. i followed all installation instructions.
When i activate this module inside Modules my menus disappears from Site Building? When i don't use the patch it stays? Is this normal.

I'm i using the correct module? My objective is to give a user access to just one Menu, when he/she creates content they only have accese to this specified menu. I don't want this user to touch the menus section.

Could you please help me.
