Missing upgrade path for Rules actions [#1515660]

Issue Summary

I'm in the process of upgrading a D6 site -> D7 and while attempting to upgrade my rules, I run into the following error:

Cannot find action mimemail_rules_action_mail. Maybe a required is missing or the module has not implemented the upgrade functionality.

Mime Mail 1.x-dev-(2012-03-23)
Rules 2.1

Any ideas?

Please ignore the previous patch, the following seems to work fine. Note that "Send an HTML mail to a user" action is not available yet.
