When I edit the already purchased file's Access Limits, it's not reflected on the /user/123/licensed-files page. i.e. change the download, time and IP limit.

Anyone else has this problem?

the access limits are a cumulative value of the limits purchased on line items and the manually entered one on the edit form. So you can only increase the limit from what they purchased.
