I am looking for the best Drupal Theme to suit my needs.

I want to create a web site that users can log into and post their resumes. I also want these resumes to be in any language. So they should be able to handle different double byte file format combinations.

Visually, I would like the web site look like the interactivewebs web site. Which Drupal theme looks most like Interactivewebs.com (http://interactivewebs.com/)

I think DanLand does. I think I should start with that theme and modify it.

If I were going to clone that theme (which probably would be illegal because of copyright protection and related laws) and if wanted to start from an existing theme rather than using just a base theme, I would start with http://adaptivethemes.com/drupal-themes/at-mono because I happen to be a fan of Adaptive themes. Danland I think is quite good, However, chosing a theme which looks similar to begin with is maybe less important than chosing a theme which has good coding and it functionality.

You are right. It is drupal 7.12

Why would it be illegal to use an existing theme? Themes are there to use. Altering it is also not illegal, I would think, because no one would expect you to keep the existing header image that came with a theme. I mean, I am guessing you would want to use your organizations logo.

Adaptive themes charges money. Explain that. Altering PHP code and MySQL code is not real programming. It is just scripting. Why would anyone pay someone to do that?

Since this is a publicly available premium theme, I think you are right, you can legally use the design provided the copyright owners have given or sold you a licence to benefit from their creative efforts. There is an unclear line (which judges have to draw) between copying a piece of design and being inspired by it.

There is no such thing like best theme, but you can find some premium themes overviews in google.

Mos likely you'll need to customize theme whatever you choose.

I would use Omega, AT, or Fusion based theme. Other options are Boilerplate(HTML5) or Sasson. Omega, AT, Boilerplate, and Sasson are responsive themes. Boilerplate is new and Omega seems to be taking the lead for responsive based themes. I would not judge a theme by the preview or style you see. All these base themes are meant to be customized however you like. All except for Boilerplate support subthemes, but Boilerplate is so simplified you just copy the core and change it. I also love Fusion, with Fusion Accelerator(like Skinr mod) for styling through the ui.
