HS works in the user's profile but not for the admin (in a user's profile)

If I login as a user into my profile where I use HS in a field collection it works ok. If I am going into a user account from my admin account, the HS does not default to "<none>" (like with the user profile) but to
"<span thmr="thmr_2"> <none> </span>"

Then when I click it, the drop down of choices is listed, I pick one and it is selected but the children window never opens. I save the selections and when I return to edit it, the second drop down with the children appears and works.

When I go to admin/config/content/hierarchical_select/configs the preview also shows "<span thmr="thmr_2"> <none> </span>"
