Unprotected content does not appear in Views or Taxonomy lists when user does not have "access protected content" permission

If a content type is set to "Never protected" and a user does not have the "access protected content" permission, they will not see the unprotected nodes in Views and Taxonomy lists (and perhaps front page list, but I haven't tested that). However, they do have access to the node and can view it when navigating directly to it.
