When the publication app is disabled as a user I'd expect the content type (and any created content?) to be removed as well.

If my memory serves me well this is a features related thing.

You can delete this but you have to manually visit /admin/structure/types/manage/openacademy-publication/delete

Apparently it is desired behavior to leave behind content types. The manual delete fix works for now as mentioned in #1055460: Disabling a feature does not disown content type
