In file 'date_popup/README.txt' it says

"You can choose between them by going to admin/config/content/date_popup.".

The URL should be: admin/config/date/date_popup

The above change has been implemented in the latest release of date module 7.x-2.7.

So, marking it as Closed(fixed).
