I can vote with one to n stars, but I can't vote with zero stars.

Can you change that? It doesn't feel right. Why should I give something a star that I find not deserving of one? After all, even one star is a symbol of appreciation.

Given the convention set by nearly every rating site I seen, rating zero stars is not something frequently allowed. Because of the UI confusion of having options for cancel, zero, then the normal star sets I'm going to say this isn't ever going to happen. If you need something less than one star you can create a star set that uses 1/2 star increments. See http://drupal.org/node/159140

One star means crap. That's just convention.
