This project is too short to approve you as git vetted user. We are currently discussing how much code we need, but everything with less than 120 lines of code or less than 5 functions cannot be seriously reviewed. However, we can promote this single project manually to a full project.

Thanks for bringing that up. In the Applying for permission to create full projects there are no mentions of minimum code length requirements and the discussion you mentioned doesn't look to have come to a final conclusion.
I decided to submit this project after presenting the module in the Views RSS issue queue and working out some improvements with Maciej, the author of Views RSS, who encouraged me to do it.
So how should I proceed now?

This module is very well written and there's standard code issues :).
But, just my suggestions if you can provide patches or maybe you can open another discussion with the author of Views RSS to Join as co-maintainers and then publish this functionality as a feature of Views RSS. That would be a great solution :).

I see that this application has been passed with guictx becoming a co-maintainer of http://drupal.org/project/views_rss_content with maciej.zgadzaj at June 12, 2012 and is now complete here.
No code has been committed over there in the new module space (yet) however.
You can probably just transfer the sandbox code by hand if you like, or do it the hard way by trying to merge a sandbox project into a full project via git.
