"Use Default Seal" option always on

After I upload a new seal and save the settings my uploaded seal shows up as planned. However, when I go back to the settings page of the default or wireframe theme the "Use Default Seal" is now back on. So every time I go back to make a tweak I have to remember to untick that option or else the default seal gets put back up.
