Using a clean installation of D7 and Open Public Europe theme, the Promoted to front page option doesn't work and nothing is displayed on the front page. Tested in Firefox, Chrome and IE, with all ad blockers disabled. In Firefox, the error console indicates no errors.
Also the Edit page tab option is disabled.
Only default modules are enabled.

Only happens with the Open Public Europe theme, other themes work.

That would be because it uses a custom page--front.tpl.php file which is located in the /page/ folder. If you want the default $content listing for the front page. remove the page--front.tpl.php file and the theme will fall back to the page.tpl.php file to wrap the front page.

Thanks for the tip. Unfortunately it didn't work for me, gave the the following error:

Warning: include(/home/wwwbust/public_html/sites/all/themes/openpublic_eu/page/page--front.tpl.php) [function.include]: failed to open stream: No such file or directory in theme_render_template() (line 1413 of /home/wwwbust/public_html/includes/theme.inc).
Warning: include() [function.include]: Failed opening '/home/wwwbust/public_html/sites/all/themes/openpublic_eu/page/page--front.tpl.php' for inclusion (include_path='.:/usr/lib/php:/usr/local/lib/php') in theme_render_template() (line 1413 of /home/wwwbust/public_html/includes/theme.inc).

I even changed the Default page in Site Configuration to a custom one, yet the error is still there.

Please help, I would love to use this theme.

download a new copy of the theme
replace page--front.tpl.php
clear the cache

test

The above should get you back to the default layout and remove the warning.

Thanks VM. Currently the site is much better with your suggestions, however one thing still pending; all the Edit tabs for any page is disabled. i.e.: they are visible, but doesn't do anything when I click on them.
I have to re-create the page to do any changes.
I have removed and re-installed the theme files, but from the beginning that option didn't work for me.
I am confused as how come nobody else is having these issues...!
Although I have a brand new installation of Drupal, but am considering to remove, delete all DBs and start fresh. What do you suggest? and thanks for all your help so far.

I'd switch themes to a core theme and test.

It works fine with several other themes that I have tried. That's how I am Editing the pages at the moment.
am willing to provide the admin password if you can take a look...??

best advice i have at this point is to file a support request in the issue queue of the theme. I don't have it installed anywhere to be able to dig further.

Actually there is already a post there for the same issue: http://drupal.org/node/1510274 but hasn't gotten any response since March even though the theme is marked as "Actively maintained'
I guess I have to use another theme....:(
