At least the administrator should be able to assign issues to other users.

I'm sure there was another issue discussing this. Can't find it at the moment.

I'd like to see this to. The problem is on sites as large as drupal.org the list of users is too long for just a simple drop down select.

Perhaps the number of users could be limited by using a role to specify those working on the project?

I was just browsing the available modules when I came across User Related Content.

Now I've not tried it (yet) but it does sound like it should be able to solve this issue. Perhaps hooking into this module to find out who's 'attached' to the issue and listing that as the 'assigned to' users?
