Plan: for full, automatic STV vote counting according to the ERS97 standard.

This might be possible with further development of DrooPHP, or via extending and integrating with droop (it might be useful to integrate with droop anyway).

With the new election_export module, BLT files are easy to generate, so this should now be quite possible.
