"Browse" button only appears for user 1

Issue Summary

Hi -- from the "Insert/Edit Image" wysiwyg button, the dialog/popup has a "Browse" button enabling user to upload an image and insert it in the node body. But it only works, the button only appears, for user 1. Admin role has all privileges and users with admin role aren't able to use IMCE, the button doesn't show up for them even though they have all permissions. It's not working on any of our sites and so I tried a fresh install with only these modules and it still won't work.

It seems like if this was a bug others would have already reported it, but the problem keeps happening with fresh installs so I wonder if it is a bug. I'm assuming this "browse" button is supposed to be available to users other than #1...? Any pointers would be most appreciated!
