I think it would be easier to manage questions in a quiz if they were broken down by

"questions not assigned to this quiz"
"questions assigned with status always"
"questions assigned with status random"

and radio-buttons to edit the status on all the tables. This shouldn't be a tough
patch, and I should have something working soon.
