I goto mini panels
click save and I am brought back to admin/structure/mini-panels
I am not taken through the process flow of Settings > Context > layout > Content

Goto layout
select new layout
click save
it says that the changes have been saved - They have not.

Instead you need to click "change" after your changes then save.

this is confusing.

I would suggest that this edit flow become more like regular panels

I agree, the UX for this one is awful. I came here to report that changing layout just doesn't work, but thanks for pointing out the "change" button.
