The documentation says there is an "option to allow uploading non-image file types" but I can't find it anywhere. Can anyone shed some light on this?

Bummer nobody answered you. You must assign the 'access IMCE' permission to a roll. You will then get a fieldset on the admin page and inside there will be the options to allow that role the ability to upload non-images. There does not seem to be a universal setting unfortunately.
