The name of your info file and thus your theme (ultima_responsive.info) does not match the namespacing of your functions in template.php, where you used the naming convention ultima_*. Consider renaming the whole project to ultima, or do a search and replace on your function names and replace them with ultima_responsive_*.

ishmael-sanchez commentedFor Netbeans try: Code Format: See Tools > Editor > Formating and set your preferences. Then select Source > Format to apply it on a file. There is also a plugin called Jindent you can install (I have not used it myself).

So far i like your theme. I have few design suggestion that may help you improve it. Feel free to ignore them if you disagree ;)
1) Emphasize on the site menu, not the social icons. Currently your social icons are too large compared to the menu and other elements. They pop-up like this site is all about your social profile links. Make the top icons smaller, and the menu font larger. Take a look here.
2) Since you are playing with orange and black colors use them on other elements too. For example the menu links font could be colored in orange (that also help to emphasize the menu). Also the hover state of the boxes like this: screenshot.
3) Remove the 2 pixel top margin of the slider. This is better looking than this in my opinion.
4) Re-color your footer. I don't understand why you used that light purple color but i don't like it (personal speaking), so i used the black and dark grey like this.
5) There is a small free and easy program that can help you re-format your css according to the drupal coding strands. Check it out: FreeCSSToolbox. Please Note that during this process your style can mess up. Always test before saving and uploading it to your git repository.
I'm switching the status to "needs work" because your project needs work before someone can review and approve it to full project. Also in your last git commit you removed all the files from the 7.x-1.x branch. When you fix the coding issue and add all the files back, you can switch the issue status to "needs review" again.
So far that's my comments. I like the fonts and typography and the fact that you used the foundation css framework.
