What contrib modules/themes do you have enabled on your site?
This would have been introduced by #761608: Missing theme settings values because list_themes() has inconsistent theme object data and for the most part it shouldn't be a problem, but looking at the code I don't think there's any actual guarantee that the theme system is loaded when the new code in the module system tries to call it. So for example, I am able to trigger this bug in a rather roundabout way if:
(a) one of my enabled themes is a subtheme, and
(b) one of my enabled modules has code in hook_boot() that calls
module_list(TRUE).As mentioned, that's hopefully pretty rare, but evidently not impossible so I think we need to fix it.

webmaster-eddie commentedI have an aegir hostmaster platform setup and this error caused drush to stop working for all sites and took down all sites (all D7), regardless of theme (only 1 site in the platform had a subtheme - adaptive theme -> corolla - that is the site I ran the core upgrade on). Patch does not work for me
In fact this upgrade took down every single D7 site, regardless of which theme it is using (including marinelli, garland, bartik, etc ...) in my aegir hostmaster platform - and not just the admin pages - all pages show internal server 500 errors.

2) If there were no database updates while upgrading you can download drupal 7.14 and replace all those files (http://drupal.org/node/1558424) READ 3 FIRST BEFORE DOING. This is not advised as it can brake everything again, should only be done in case you have a database backup.
3) you just did an incorrect patch, don't panic, take your wrongly patched file, look above at my previous instructions patch it the right way and replace the file through ftp
And before you panic and post 200 lines of errors you could tell us exactly how you patched this...

Thank you to Robin Milette, below - the platform is still 7.14 core, even though drush listed the upgrade to 7.15 as successful. Disabling / Enabling the Adaptive theme and Subtheme does not help. When I first checked in my db, the corolla subtheme status was set to 1 bootstrap set to 0, and the Adaptive Theme itself was set to 0 for both. I think this issue does belong in this queue because I tried to update core to 7.15 and drush reported it as successful. I have posted this in the aegir issue queue, too, but that maintainer stated that the problem was not on the aegir side.

aspilicious commentedI have the feeling his is triggered by sub/base themes. And cause b the fact that the function is moved to theme.inc and potentially not loaded.
Not sure if loading the theme.inc file is the proper solution for this...

webmaster-eddie commentedA heads up to solve this issue - the only backup i've got to work is for the 1 site that was english only - all the other D7 sites on the aegir platform are multilingual and the i18n isn't functioning. I know that recent changes to i18n and variable and i18n_variable have been major and have caused sites to go down - perhpas this core update did not properly take those changes into account? I notice that both the i18n and the i18n_variable modules are called in the bootstrap so in the db they are set to 1 for BOTH the status and bootstrap fields. (changing the bootstrap fields value to 0 for either or both of these modules does NOT bring the site back online)
For some reason when I ran drush upc on the 1 english-only site, and also the only site on my aegir platform that had adaptive theme and a sub theme enabled and corolla sub theme set to default, the drush status told me that the core upgrade to 7.15 was successful, but it did not upgrade the module.inc file to 7.15. What it did do was to change ownership of my aegir platform /sites/all/modules folder to uid:gid 0:0, so that when I try to restore an aegir backup it tells me that many of the modules like standard, backup and migrate, ctools,views, etc ... cannot be found (it states a version of a long list of modules cannot be found ... here is the beginning of the exact error in an aegir hostmaster site restore failed task:

Could not find a version of the backup_migrate module
Could not find a version of the backup_migrate_files module
Could not find a version of the captcha module
Could not find a version of the ctools module
Could not find a version of the page_manager module
Could not find a version of the views_content module
Could not find a version of the entity module
... and so on for all the contributed modules)
- hope this helps in solving this problem. When I manually restore directory ownership to aegir:aegir ownership - it still doesn't help.
last but not least - i see in the drushrc.php file for one of the sites that is down that it lists the core as 7.14, all the core modules as 7.15 and all the contributed modules as 7.14 - so the last core module "user" is listed as 7.15, then the next array listes the proile "standard" and lists it as 7.14 ... all the rest of the modules are 7.14
So for me, running an aegir setup, this problem is not fixed - I had an error trying to upgrade a site with a sub-theme that brought everything down - even all the other sites on the aegir platform, and, as you can see in my previous post, the error returned was in a different ile at a different place.

I would not know how to apply a patch. I was trying the update out on my test site so I just had to replace with copies of my live site and I am fine.
Can anyone tell by looking if this was an error on my part or an incompatibility?

fringedgentian commentedI had this error happen after I upgraded my local from Drupal 7.14 to 7.15, then when I updated remote with my new files this happened on the remote.
What I had not done was include the core directories /includes and /modules in my repository, and so those were not being updated with the Drupal 7.15 versions.

I've gone ahead and updated the Drupal 7.15 release notes to reflect the current list of known affected modules. (For the Environment module, I also filed #1751704: Code should not call Drupal API functions outside of a function body in case that module wants to work around the situation for users of Drupal 7.15 like Registry Rebuild did; especially since in that case it arises from calling code in a way that modules are generally not recommended to do.)
Besides Environment and Registry Rebuild, does anyone know of other contrib modules that are affected? Looking at the list @webmaster-eddie posted in #8, it seems like there might be at least one more out there...
I also went ahead and added a mention of this fix in CHANGELOG.txt for the next release: http://drupalcode.org/project/drupal.git/commit/5ddd5d3

David_Rothstein commentedOh, also, this is still a critical bug against Drupal 8, since no fix has been committed there yet.
Regarding tests, it's probably going to be a bit convoluted to write tests that set up a situation where this issue is triggered. On the other hand, not so convoluted that it didn't happen in real life, apparently :(
If tests are eventually added, those should be backported to Drupal 7 also, so adding the tag for that.

I am new to Drupal and wonder if I have the same issue. Trying to develop my first sub-theme using omega tools 3x on drupal 7.19. Follow instructions I think correctly and get the list of errors below. Should this be fixed by the patch above and a bit more basically is there a link somewhere on how to install the patch I have not done one before... Apologise if this is not the correct place for this post..... Had to copy manually the generated sub theme to../drupal/htdocs/sites/all/themes....

Allan Walker commentedI have just upgraded from7.16 to 7.19. The site will not display and I have got a white screen apart from this error:
Fatal error: Call to undefined function drupal_find_base_themes() in /srv/bindings/c1d76bfd816941068ae593286996d3f0/code/includes/module.inc on line 185
What steps can I take to find out what is causing this?
I tried to apply the patch from #2, but it has already been applied in a previous release of drupal it seems.
Any help will be much appreciated

druvision commentedThe error still exists on Drupal 7. Even though the fix is committed - still I couldn't upgrade from 7.12 today.
Let's open a separate task for version 8.x.

johnalbinThis issue has had its code committed. If this caused other issues or didn't fix the issue completely, we should create a new follow-up issue. But given, how little comments there have been in 3 years, I'd guess its 100% fixed and the comments were unrelated to this code commit.
