Fatal error for admin settings page

Fatal error and WSOD when trying to access the setup page...

Fatal error: require_once() [function.require]: Failed opening required 'C:\xampp\htdocs\commons73dev/sites/all/modules/publishcontent/includes/publishcontent.admin.inc' (include_path='.;\xampp\php\PEAR') in C:\xampp\htdocs\commons73dev\includes\menu.inc on line 514

As a quick fix, I copied the publishcontent.admin.inc file into a newly created sub-directory called 'includes', to clear the error and get the page displayed.
