Is there a way to remove all spam/stale user accounts that have been created? It would be ideal to have a rule so that if a user's email fails or bounces the account would not be created.

perhaps http://drupal.org/project/inactive_user or http://drupal.org/project/user_prune
no idea if either provide a rule for the rules.module perhaps a feature request for one or the other or both would produce fruit.
