Initiated by zoo33, we should add some info about important changes since last releases.

It's unclear, where we should add them. Perhaps a new file CHANGES or the like, and a pointer in the README/INSTALL to this file?

My thought originally was that this information should go into the release node of the next release. Until that is created, I needed a place to put it (other than my brain) so i put it in the -dev release. I see now that you're keeping CHANGELOG.txt up to date, so yes, why not use that instead. I like the idea of emphasizing the important changes like you did. Those can easily be copied to the release node later.

I'm not sure about the Attic, it's some CVS concept that I never had to learn. :)
