Make configurations exportable

This is such an important feature.
It would be great to be able to export settings as part of features.

variables have a prefix of fep_ if you want to do a drush vget fep_ to find out which variables are available.
Can I place these in my config file while we wait for exportability?

Configurations are entities now! If you used this module before, don't forget to download Entity API, as a new dependency, and run update.php!
