Please correct me if I missed out a permission setting (restrict authenticated users) regarding generating blocks and gallery settings. Is it possible to do this in the current version? Thanks!

There are currently no such permissions.

The issue #1354146: Removing unwanted fieldsets & blocks tab may help you implementing such a feature.
