Yes, you can try and work-around FF bug, but it might create other issues.

steinmb commentedHave done some more testing with RC4, and there are still some quirks in the RTL in Garland. By the look of it is it only Safari 3 (ver.2 not tested) that are working perfect.

fix inline bidirectional support for RTL

RTL: menus looking wrong in all core themes

RTL: ul.primary is broken
Status: active
It looks like all browsers have problems with RTL, I have not found any that works perfect with the built inn themes.

i work on Persian translation
when i try to install language without translated package (i removed po files for this)
i see some part of this bug
when i try to install language with translated package (with po files with translates)
i didn't see this bug
when browsers try to show non rtl text with rtl this bug occured
and many bugs
try to enter a text such as
drupal 8 تیر 88 in rtl
for understand the problem try to select it
i hope this information help for solution
